Quotation marks and apostrophes in EPUB

I've been reviewing some EPUB accessibility material in preparation for some EPUB testing, and one of the sections is on quotation marks. Does anyone have thoughts on what characters should be used or how they are handled by different reading systems? There are the regular ascii quotation mark and apostrophe characters, and also unicode characters for left and right single and double quote characters. There is also an apostrophe character but Wikipedia suggests its use is now discouraged. https://en.wikipedia.org/wiki/Modifier_ ... apostrophe

In one of the previous books I was provided for review, I found that the unicode character for the right single quote, U+2019, was used as the apostrophe. NVDA handled this correctly. I haven't tested other reading systems on how they handle it.
